D.C. mayor names ‘seasoned insurance’ veteran to commissioner’s post

New Washington, D.C., Mayor Vincent C. Gray named Bill White as his insurance commissioner, replacing Gennet Purcell.

White was described by Gray in a statement as “a seasoned insurance and risk-finance professional with broad experience in both industry-leading firms and high-level positions with government regulatory agencies.”

He replaces Gennet Purcell, who had served as commissioner of the District of Columbia Department of Insurance, Securities and Banking since Nov. 4, 2009. A deputy commissioner since December 2008, she was named in an acting capacity in August 2009, when Thomas Hampton resigned.

Since 2003 White has been a consultant with Prism Strategies, which included a regulatory appointment in 2003-2004 with the Captive Insurance Division of the DISB.

White specializes in developing alternative risk transfer (ART) transactions and captive insurance entities for businesses, and domicile development including market coordination and regulatory strategies for government agencies.

In taking the position, White will move to the District from his home in Mt. Holly, N.J., officials said.
